Grantee Spotlight: Money in Politics Reform Grantees in Washington - Proteus Fund

Seattle’s Democracy Voucher program is the first of its kind in the country. Piper Action Fund helped to support passage of the program, establishing a system that provides residents with publicly funded vouchers they can donate to local candidates, making it easier for everyday people to participate in campaigns and help reduce the influence of big money in local politics. Since going into effect in 2017, the program has increased candidate and donor diversity, expanded grassroots engagement, and inspired similar efforts across the nation. The program is funded through a levy and by law needed to be renewed this year.

Despite the widespread popularity of the program, polling done in May showed that support for Proposition 1, the renewal of the city’s Democracy Voucher program, was lower than anticipated. Grantees The Washington Bus Education Fund, the Washington Community Alliance, the Washington Community Action Network, and other organizations that are part of a statewide coalition called People Powered Elections Washington launched an education and advocacy campaign for the ballot measure. Piper Action Fund provided direct funds that helped to support targeted communications, including mail to about 100,000 past Democracy Voucher users, as well as funds for a proven community regrant program so trusted organizations could provide direct contact to constituents. Piper also provided in-kind support through a consultant who helped lead communications strategy for the campaign.

With coalition organizations leaning into their individual strengths – data hub management, canvassing, phone banking – the ballot measure ultimately passed by 59% (114,000 votes).
